Horizon Paper was founded in 1978. From the start, we dedicated ourselves to the principle of representing both the paper mills and customers in a fair and equitable manner. Our primary goal has been to deliver value and savings by sourcing or developing the highest quality products that meet our clients’ needs.
Our sales personnel are professionals in their field having backgrounds in paper manufacturing, printing or both. As such, we are able to offer many value-added services at no additional cost including: inventory management; consumption analysis and reporting, print contract analysis; expert knowledge of paper price trends; proactive price strategy and more.

Horizon Pulp and Paper Ltd. is a stable, independent customer-oriented company with a long experience and tradition of 100% virgin long fiber unbleached sack kraft paper production, dating back to 1938. We are an integrated pulp & paper mill.
We export 99% of our production capacity. We offer a wide range of products, substances and widths, and we are providing reliable delivery solutions to our valued customers. Estonia’s excellent geographic location gives us a chance to meet the most demanding customers’ delivery needs in time!
Our aim is to be our customers’ first and most reliable choice, and we are proud to be referred by many of them as their best supplier in terms of both quality and reliability. Tolaram Group of Singapore is 100% shareholder of Horizon Pulp & Paper Ltd. In 1995, the Group acquired the mill and has since invested a great deal into product development as well as improving mill’s efficiencies. In Estonia, Tolaram Group has interests in pulp & paper, FMCG, real estate, textiles and globally has diversified activities in Asia and Africa.
Horizon Pulp & Paper is proud to be Tolaram Group’s only investment in the pulp & paper sector globally and the shareholders regard the company as their long-term strategic investment in the Baltics.
