Russia bans recovered paper exports for four months

13 January 2016

The Government of the Russian Federation has imposed a temporary ban on paper exports, which will initially be valid until 18 April 2016.

The Government of the Russian Federation imposed a temporary ban on exporting recovered paper on 18 December 2015. This ban initially applied until 18 April 2016 and was based on a decree that the Russian Government issued on 12 December 2015, the country's customs service announced.

According to sources, the export ban is a government concession to Russian paper recyclers who were complaining about a lack of raw material. In addition, restricting exports had become necessary because of the rapid growth in demand from the domestic paper industry. The ban also served to stabilise prices, they said.
